1. Does a name containing a reasonably sophisticated poker term a sign that I'm facing a decent player?
2. At this level, does a small buy-in ($5 - $10) indicate a casual player who just wants to spend a few dollars for the Hell of it?

1. I'm not sure what would qualify as a "sophisticated" poker term. Over the years there have been discussions about what names may mean. My opinion is that they are generally meaningless.
2. At the $25 buy in the low buy in genrally just means a low bankroll or an inexperienced player. There have been many times that I see people buy in for $10 bust then buy in for $10 bust then buy in again. Many of these players are not very good and by buying in for a short stack they do not run the risk of having a large loss on any single hand. I have not seen a relationship between buy in and being a casual player.
