Villain is 89/17/1.1. Given these stats, is one more turn bet +EV long-term?

A subsidiary question: More often than not, does 82 VPIP tell us conclusively that villain is too stupid to slow-play top pair, and that he has exactly what he's representing when he wakes up on a 3-straight turn?

Against someone playing this many hands, and a reasonable agression factor I'm tempted to three bet the turn. Check call if capped.
