Have lately found this phrase in a post or two.

Whats the derivation of this? Is there a "story" associated with it? Is it made up recently, or an old time poker/gambling saying?

I do not know of the origin of the phrase but I do hear it used frequently by the "Sports Junkies" on their radio talk show in Washington, DC.
They use it in references to winning sports wagers or picks that they make.
