Ok the basic question is, at what point do you not call a preflop raise, even if the pot odds are correct?

The situation is, blinds are .5/1, assume you have a mediocre hand, (Pot Limit Omaha or NLHE) you are the BB and everyone calls around to you except for the SB who min raises. You call, and then everyone calls around, but then the CO min raises. Everyone calls again, including you, but then SB min raises, etc etc on and on and so every time you call a raise someone else min raises.

At what point do you say enough is enough and fold to the minraise? (assumptions being that you wont raise yourself, and that you know that no one else will raise beyond the minimum raise and also you know its not a scam to continue to minraise until you fold, also assume everyone has seemingly endless stacks in front of them)

You've just described the reason why every cardroom limits the number of raises in a multiway-pot to 4.

But in a theoretical sense, once you get trapped in the pot odds it is always correct to call for one more bet.

Do online cardrooms cap raises at 4?

On multiway pots. If only two remains, raises are free to continue.

Do they cap for no-limit as well as limit?

This scenario can't happen as you've described it. In the round where CO raises and everyone calls to you, SB has already called and can therefore not raise again. Either a third player - between you and CO - must raise the third time around or you will be faced with calling two bets cold at some point.

In no-limit there's no limit to the amount of the raise or the number of raises.

You'd either face a double minraise or have the chance to close action on like the 9th minraise (when UTG does it).
