Is there any reason why Paypal is not the ideal way to pay players "that whose discussion is forbidden by the no-rakeback policy"?
I.e. Neteller sucks because they charge a 1.9% receiver's fee, but if I read Paypal's page correctly, it looks like people with Personal Paypal accounts may receive non-credit-card payments (which is fine by my; I'll use my registered bank account to pay) completely free of charge.
Is this true, or am I missing something?

i hit monthly limits on intake so i had to get a business account, which hits you with 3%. but you do get a debit card with 1.5% instant cashback and a no-minimum money market for your paypal funds which is currently at like 3.25%
