At what limits do you start playing with decent players. Where do the fish fear to tread?

Play money is pretty fishy, but I've found that the .02/.04 on Stars starts to get serious pretty quickly.

You have to play at the right time of day. If not then people get pretty tight, it's a brutal game.

It really depends what you consider "decent." I guess $3-6 has some decent players. But, there are fish at every level. A great player at micro stakes could be the fish in a bigger game. It's often people playing too high. So, there are fish at every level, just less as you move up.
