Question about depositing money

I know visa doesn't let you deposit into poker accounts but theres an option on neteller that will let me. My question is if I put money into neteller from my visa will it view it as a cash advance or just a purchase? My brother seems to think it will view it as a cash advance so my interest rate will go weeeeeeeeeee. Anyone know?

I don't know if it changes Country to Country, but in Australia it's a cash advance.
