Bet/Call. The guy doesn't have a 9 and he wouldn't slowplay a flush.

Definitely bet.

I think when you get raised in these situations you are almost always in trouble but the river card is an obvious scare so "almost always" could easily mean under 91%, so you call.

For the record, I don't think I ever fold TPTK to the river raise and I think I probably ought to sometimes.
