Can anyone recommend open-source or freeware webpage design software? Not looking for anything fancy, just better usability than Word or Publisher. Thanks.

Notepad. Seriously... do not use that WYSIWYG crap, you can learn (http://www.davesite.com/webstation/html/) HTML in an hour - post here if you have any problems.

I use this. The only prob is sometimes the link tags might get a little messed up if you switch from design view to html view a couple of times. It doesn't happen all the time, and It's easy to fix.

Seriously...no. Why would anyone in their right mind use Notepad to edit HTML? WYSIWYG blows, but good lord, if you don't use something that at least does syntax coloring and macros, etc. you're crazy.

You can dig a hole with a plastic spork, but why would you want to??

To the OP: Get something like UltraEdit or EditPlus, and learn HTML. It's not hard, there are a million free sites that will teach you.
