Player X bets on the river and is called by Player Y. Before Player X is able to show his cards, Player Y flips his and reveals the winning hand. Is Player X allowed to muck, because his is the losing hand and Player Y essentially acted out of turn and showed first, or must he reveal his hand because he was called?

He can muck unless he is asked to show.

IE player a bets, b calls and tables cards, a mucks. And you move on to the next hand. But if b sees a starting to muck and asks to see the hand a has to show it. FWIW, if b just waits for a to table his hand before showing if he is especially curious he doesn't have this problem.

Of course, games tend to move faster if you just table your hand if you think it is good and move on...

Can anyone at the table ask to see his cards, as long as that person was dealt in?

However, it is poor etiquette to do so unless you suspect collusion. It slows down the game, and usually bothers both the players and the dealer. The rule exists so that you can confirm that the best hand indeed took the pot, instead of a colluder mucking a better hand so her partner can rake in some extra chips.
