Hi!

I play $20 tournaments with about 20 players. We use to have one rebuy ($20). Is it a good idea to call someones all-in to try to double-up in the beginning? If it fails itīs just to rebuy and play more tight..?

In the beginning of a multitable tournament, shall one play like in an usual cash-game or is there any special tournament tactics?

The answer to both of your questions is to make the play that maximizes your expectation. Early in a tourney, the play that maximizes your chip count also maximizes your monetary expectation. That doesn't mean the play that can possibly give you the most (maximum) chips, but the play which gives you the highest chip count expectation.
