I haven't thought this all the way through, so please tear this idea apart. What if driving laws were only enforced when you caused an accident, but the penalties were 10-50 times worse than they are now? Wouldn't this system work? Drive as fast as you can safely drive. Screw up and get a $5,000 fine and three months in jail.

Every intersection would become a 4 way stop in fear of an oncoming car. Bad idea.

Every [censored] thinks he's some special motherfucker who can drive like an idiot and he'll be able to handle it. To some extent, it's true with some people. The problem is that everybody thinks they're special.

Somewhat true. Mainly they are for revenue.

The 55 mph limit was implemeted during the gas crisis of the 70s. They kept it around after partly becuae of nitwits that claimed it was for safety reasons and partly for revenue.
