This hand had me puzzled. On one hand I wanted to call because blinds were changing in the next 2 hands, so UTG could be desperate but then why would he not push it? Perhaps signifying strength, like KK or AA? What do you guys think? If you were to call would it be better to go ahead and re-raise?

I do the same, min raise can mean absolutely anything, they are mostly donks. I would expect at worst to see a small pair here, and usually some rubbish like KQ, KJ, KT or a lower ace. Hell, I wouldn't be amazed if he folded.
