At what ITM percent would you move up to the next level?

I play mostly 3 table sit and go tourneys on Poker Stars and was curious at what ITM % you would move up to the next level of tournament?

Also, I know the thumbrule about 300BBs for ring game play but what about MTT bankroll requirements?
