Previously he min raised KK, so I was pretty sure his bet of 2100 meant he had two overcards. Knowing this, is this an ideal stop and go situation?

I would say this is an ideal fold situation. Even if you have a great read on him, trying a move like that with a marginal hand is pretty dangerous.

Since he has 2 big cards, there is only a 33% chance he hits an ace or 10 on the flop. So if I push all in regardless of the flop, I will be betting 3900 into a 4600 pot giving him about 2-1 odds. Assuming he doesn't hit his flop, how many people will call my flop bet with just ace high? I feel like the answer is not many thus allowing me to win the pot 67% of the time. Yes my hand is not strong, but I don't need it to be. I am just playing the odds that his hand won't hit.

If you guys think a lot of players will call the flop with just ace high, then my whole theory is out the window...

Your stack size is good for it, but I'd prefer if Villan had a stack in the 7-10K range. You really want to be able to push the villan off a middle pair with overcards on board too. In this spot, he will probably call with any pair

If you are playing odds not cards then pick the right person to do Stop n Go.
It won't work well if the opponent has a bigger stack and is loose.
