KK preflop

As somebody mentioned the other day, the only time I cringe with KK is when everyone folds. So, here's my question:

lvls 1-3, what's a good raise?

I just raised 4BB in lvl 2 on the button after 1 limper...everyone folded. Too strong?

Is 3BB + 2xlimpers good for all positions....or...what?
