I dont think you can raise this, so if you choose to play call and see what happens on the turn, but I dont think folding is wrong

You have the button and top pair. I think this is an obvious raise, especially in a B&M 15-30 where the players will play straightforward and you can get off your hand later if the action gets too heavy. If there is too many callers after your raise and you do not like the turn card you can always check the turn for the free card. In an online 15-30 this hand would be a nightmare because the players play so much better and make so many more moves.
