"The documentary hypothesis (http://en.wikipedia.org/wiki/Documentary_hypothesis) is a theory proposed by many historians and academics in the field of linguistics and literary criticism that the Five Books of Moses (the Torah) are in fact a combination of documents from different sources rather than authored by one individual."

Anyone interested in these religion debates must read this (http://en.wikipedia.org/wiki/Documentary_hypothesis) . Yes, the whole thing!

So, if I understand things correctly, this redactor fellow showed up on the scene at about 450 b.c. ( some 800 years after the so called national revalation at Mt Sinai). After the time that Judea was conquered by Babylon. The conquered and inslaved Isrealites needed something, anything, to give them hope.
