PLAYA DEL CARMEN, Mexico - Hurricane Emily gathered strength in the Gulf of Mexico for a second strike against Mexico and southeast Texas late Tuesday, after ripping roofs off resort hotels and stranding thousands of tourists in the Yucatan Peninsula.
