Villain in this hand is too passive preflop and fairly easy to push around post flop. His stats are: 30.5/4.8/1.6 with a WTSD of 26.

I feel like it might be worth a bet on the turn against the type of player who likes to make laydowns. When a passive player has a WtSD that low, I would think that is the perfect opponent to push off a middle pair or AK.

If you arent going to follow through on the turn I would be more inclined to just fold the flop, as with a PFR that low I cant give myself more than 3 outs on average.
