He should at least raise once. After it's heads up, if he gets 3-bet, it's probably OK to call and then raise a non-T turn.

He should just call down. Way ahead, way behind, etc. If he raises the turn, it's hard for a losing hand to call. But if he just calls, that losing hand can easily bet the river.
