I know that Foxwoods allows (or used to allow) this, but what other rooms do?

Buy the button has reached Mississippi (a while ago) so I would say it has reached about everywhere.

Can someone explain the exact mecahnics of buying the button? What is the situation when you can do it? And what part is dead and live money of the button buying price?

If you return to the table after missing your blinds and the button is immediately to your right at the time, you may choose to play immediately by putting up the Big Blind as live money and the small blind as dead money. The two who were scheduled to put up the Small Blind and the big blind will do so on the next hand, at which time you will be the button.

I personally almost never exercise my option choosing to wait one hand and putting up the two blinds in the cut-off.

Can you do this at all casinos? Seems like the best option.

And why is the SB dead money?

The only place I know you cannot buy the button is Meskwaki Casino in Tama, Iowa. It must confuse people too much.
