It is jargon to represent a bad player -- specifically ones who chase wildly unprofitable draws.

That is a donkbet. The key difference between that and a stop-and-go is that a stop-and-go comes from someone who had shown aggression on a previous street, but slowed down to your increased agression, only to floor it again on the next card. A donkbet is just someone going call/call/call/call then bets out on a random turn/river card, with no previous aggression.
