Getting an online US$ bank account for a Brit

Is this possible? Who would you recommend?

Edit: A site with free transfers to and from Neteller would ve great. I am looking to use this account to facilitate $-£ transfers via xe.com

A few years ago I had an account at an online bank. It was based in the US but had no B&M sites. I dumped the account when the fee structure changed but I'd imagine they still exist. Are there rules prohibiting non us citizens from having bank accounts in the us? I dont think there are. So why doesn't your friend just look into opening up an account online?
