What is my correct action here?
If I bet out then we are going to end up all-in.
Since I may be behind to a straight going all-in myself doesn't sound like a great idea. I am probabaly only going to get called by a hand that has me beat.

Villain has seen almost every flop (41/44).
18% pre-flop raise and 1.3 agr.

He has made some weird moves along the way (like going to the river with T3o with 3-flush on the table.

Push, and I don't think it's close.

A push is a huge overbet....even if it isn't as much for villain to call the push sometimes it is psychological. I would bet about 12-14 and hope he calls or pushes himself...you want all the money in here, if he has a straight, that's poker, and you have outs against any hand.

Betting 16.85 into a pot of 16.50 is not exactly a "huge" overbet.

I decided I wanted to take him all the way so I bet half the pot.
He raised all-in and, after a nano-second of thought, I called. (A nano-second is a long time for an android, Captain)

He called and showed QTo for 2 pair.
