I assume he missed his cards but had some kind of draw or a pair of nines.

edit: I most hesitated on the turn when he suddenly came out firing this weirdly small bet, which did not represent his usual lagginess.

that's a nice line, if u raise that turn ur definetly commiting yourself. the river is real weak on his part, but i wouldn't want to invest more myself.

Maybe he has Jacks and is trying to get a cheap showdown? I can't understand his line.
