What do you think about this river cap?

I was wondering whether or not I should have 3-bet the river. At this point, Villian was 28/2.33 with very little aggression. Only got to play 40 hands with him. I'm pretty sure with a low flush he would have raised the turn, and was pretty confused when he raise on the river.
