Why bet the flop with 2 others seeing it after a capped pot preflop? How can they fold here?

BTW I'm a hopeless chump at LHE. I'm asking because I want to know, not to implicitly criticize /images/graemlins/wink.gif.

UTG+2 only had 49 chips left, which was one SB. so I led out knowing that he would call and we could race to the showdown, and I could still be a favorite.

UTG had simply cold called pf, so I thought I was either way ahead or he had a small pair and I was slightly behind. The flop was rags so I led out hoping to get him to fold with his over cards, the turn was a dud so i bet for the same reason, when he called both I felt he must have paired the board or had a PP and i was beat.

These situations confuse me the most so any help would be appreciated. But I just cant see check/calling the flop. Its such a weak play, perhaps now that I think about it I should have check/raised knowing that UTG+2 would bet.
