SB is very loose and not very aggressive.
UTG seemed loose and even more passive.

My top pair is very vulnerable on the flop so I had to protect it. Pot is very small though. On the turn I still thought I have the best hand but as both were pretty passive I didnt like them both going to the river.
Did I play this right?

Board coodinated as hell

Weak TP (lots of overs can come, no kicker)

Small pot

I don't know if I'd hang on here...

I like it all the way down the line. River sucks for you, but I don't think I can fold it...

The river sucks for you, but I think you still have a bet. Smaller pairs will call, while better hands w/ a 9 will be unable to raise b/c of the coordinated nature of the board. Fold to a raise.
