Seems to be Carlos Mencia. Same sort of vibe of sketch comedy, but instead of introducing a b-level black comedian it's a b-level hispanic comedian.

However, I love Mencia's stuff. His joke on Japan's phone call to Osama after 9/11 is classic. Hopefully this show doesn't suck.

I don't think Dave Chappelle qualified as a B-list comedian before his show. As a B-list celebrity, maybe, but he was pretty well known as a comedian.
