It was all the fault of the prosecutors. They were so anxious to get evidence that would make their case against Bernardo a slam dunk that they weren't very careful when they offered Homolka her deal. Moreover, there was a strong feeling of "that poor girl was duped/she was an unwilling participant" before the truth came out.
