I would say yes, unless you're certain the raiser is the type who would only min-raise UTG with a monster as a trap of some kind.

Yeah, but not without some kind of a read. Him showing down a weak hand after miniraising early on, seeing him miniraise often preflop, and not just when stealing from CO-SB, or maybe just a few random loose plays. I recently started writing detailed notes on my opponents when I play. It's great for situations like this. I tried using the style advocated by The Shadow and Lorinda (only note good players, and if you see 2-3 notes before you sit, just play the next one) for a quite a while for some reason. Not anymore. In the 55's you see a lot of the same opponents again and again.
