So I guess I'm allowed to steal the packet of chips from the store and still win, or find it in the dumpster, or extort it from some kid at the local school.

You just need the code. Go to the store and just write a bunch of them down.

I guess there's some "no purchase required" law or something.

I still think it's bizzare.

It has to do with gambling laws. In a nutshell, you have to make sure people can get a game piece for free in order for the contest to be legal. If you open it only to people who purchase your product, then it is considered gambling because a portion of the purchase price is considered to go towards the contest.

I am not sure if I addressed the right question ... sorry if I am saying something you already knew.
