I didn't do that because I figured I didn't have the best hand.

I put BB on AK or a high pair.

Raising the flop would have cost me 2 SB extra in most cases.

I think you played it fine. His raising standards are very tight so his 3-betting standard is probably very tight. But I still like the preflop cap, but don't spew chips by raising him on the flop or calling the river.

If you aren't calling on the river, why are you calling the flop?

You already think he has you beat, right?

With your line, I think he should just fold the flop.

how many hands is that read over? If not that much..call the river to get a better read off of him..Might be a split pot in the end

Well, you are getting 13-1 odds on the flop if CO does not raise so that is big enough overlay for an easy call. But on the river there are really not many reasonable hands you beat. Could be a split pot against AK, but a passive player like this is not likely to continue betting overcards on the river. On the turn you could possibly fold though, you probably don't have 6 outs against this player.
