I raise more pre-flop, make it $5 on the flop. Fold the turn.

I would. UTG's action looks way too much like a flopped set.

To put him on anything else you would have to assume that he either played the preflop poorly or is oblivious to your aggression so far. Since you haven't seen him get out of line, I think you're way behind.

How much should I raise pre-flop? There's .95 in the pot when it gets to me? $2.00?

I generally follow the rule 4XBB+1BB per limper, and it works fine for me.

Keep in mind he could also have slow played an over pair.

I'd probably put him on a set...
mainly because preflop if he had an overpair he'd probably re-raise you...
Or he could have JJ or 1010

I think you are beat here.

overpair would raise the SB's .25 bet on the flop instead of waiting for you to do it.

if he had JJ or TT, his play seems to aggressive for that. minbet/reraise flop and then bet strong on the turn? seems like he was asking to be reraised with that min bet on the flop which I would see as being a strong hand like a set.
