I've read in books about the proper play of starting hands
and their value in relation to the action before it is my turn to act but the ideal situations rarely happen. What strategy do you employ when you can't find a good hand and you are coming close to being a short stack. The tourneys I've been playing in are primarily NL small buyins with rebuys for one hour and quick level changes.

Look for opportunities to steal. Watch how people respond to having their blinds raised, and look for a chance to steal from them. If everybody folds to you in one of the last three seats, and if the blinds often fold to raises, go for it once in a while.

Even if you get called you can win regardless of your holding.

If a normal raise would be close to 50% of your stack, raise all-in, even on a steal. Then you can't be bluffed out by a canny BB player who calls the raise and bets the flop with nothing. Now who would do that?
