I've been at a table for 4 hands, PV gives me a number for table vpip...

How long do I need to be at the table before I get a good idea of what the average vpip is?

Is it a function of the players' vpip at all tables (i.e. their total of all the hands that you've played with them / mined), or their vpip at THIS table during THIS session?

It's an avg. of their total VP$IP. Also note that it's not a weighed average, meaning a player with 10 hands counts as much as one with 10k hands. I'd say you have to have at least 20 hands for each player to get an idea of the general VP$IP.
