uh, yes. 7 low is lower than 8 low. There are a couple ways to think of this. Imagine the hands you wrote as numbers 75431 is lower than 87321. Or if you want to know why this is, if you were playing for high on a board of 73A an you had 82 vs 53 who would win for high? The loser for high wins for low.

It seems this is a common mistake. The cards you're looking for in your hand are the low ones, so people look at lows as A2 beats A3.
