UTG in this hand is loose, passive (for this game - 50/16), with nothing too spectacular about him. I feel I've got a good handle on him, and no, I'm not folding preflop.

If utg is loose passive why not value bet the river?

I would have folded this preflop

This only works if he has a decent ace, you lose value against 88, TT, JJ etc... so i dont like it.

This is a horrible check given villains description. I would bet the river rather than going for the check-raise as he will call with any ace and probably worse than that too. However, your action has probably scared him from betting the river even if you check to him.
