When I CR on the turn, I assumed he had a jack and I was ahead. Is this the right play to take when you think you have a better hand vs a TAG that you know will bet even if they didn't hit?

I think bottom two is too weak to play this slow. I'd bet-3bet the flop, or check/raise the flop at least. You don't know for sure if someone is going to bet the flop, and you'd hate for this flop to get checked through. After check-calling flop and checking the turn, the rest is fine though.

I was thinking if a safe card came on the turn, I'd go for it.

I'd check-raise the flop and bet the turn.

What would you call a safe card; one that isn't an overcard to your 23? Because that's a pretty slim draw.

I'd always bet the flop for fear of giving away a free card with a good hand on a semi-coordinated board, and for value.
