Only based on 16 hands, but both villains are way too loose and neither has really shown any aggression.

Should I be raising the turn against two people here? I'm unsure as to when a value bet is appropriate.

Any comments appreciated.

Most definately not. This guy is not folding his hand and you have maybe a 20% chance to win the hand. Raising is NOT for value here, it is a mistake. Also, as you pointed out yourself "neither has really shown any aggression", but he is now. He probably has a very good hand to be capping the flop.

Limp pre-flop is OK; just tread carefully if you spike a naked ace. That is what makes playing Ace-rag s00ted (not) fun.

That three-bet on the flop is bad. Why do you want BB and UTG out of the hand? They're much less likely to call two cold than one, but three is even that much less likely. Also, MP1 might give you the chance to call/cap this cheese for value.

Turn and river are 100% standard.

Edit: to answer the original question: No! If these people are loose/passive types, then one of them caps the flop... yeah. There is no way in hell either of them are leaving the hand, and it is highly likely you would have to pay three or more bets to see the river instead of one on a flush draw. That is bad news.

I seem to be consistently misapplying value-betting - at the time, that's what I thought the flop raise was for, but your explanation makes perfect sense and I obviously want everyone coming along for when I hit the flush.

I wouldn't 3-bet the flop...no need to isolate this one.
