I have read that you should be playing approx 20% of your hands, is this including the blinds?

Yes I believe it is, but this number is pretty meaningless in reality. If you are better than your opponents, you will be able to play a greater percentage of hands profitably. Conversely, if you cannot outplay your competition you should be playing a smaller number of hands, or maybe not be playing at all! (AKA find a better game)

It takes a long time to get into the long run, so beware of playing 10 or 20 hours, counting the % of hands you've played, and reading into the number you get.

In Sklansky's book you play about 15% of the hands dealt and if you are a better player can add a few more hands.
