Say you are playing $25PLO8. At what point should you re-buy. Or should you constantly maintain the full $25 (within reason).

That depends entirely on whether or not you are a winning or losing player, personally i'm a big winner so I always keep the maximum on the table.

I always keep it full so that I can get maximum value on my home-run hands.

El Diablo, Tommy Angelo, limon and others will use short buy-ins in deep-stacked bet bet NL games primarily to counter-act LAGs, get sense of the table, and avoid variance. The same reasons might apply to you, and you might also be learning the game or not confident of your post-flop skills.

But in general you’d want the full-buyin at the table for most situation, assuming you’re a winning player at your limits.

The advantage of a short buy is that you can avoid
making mistakes on the later streets.

No way to get outplayed if you are all-in.

Pick your spots, get the money in. If you are
playing with a full stack, you need to be able
to play all streets. Also, you can win or lose
more on one hand, obviously.
