It's too bad the response options being discussed are so limited. There are so many ways to exact retribution other than blowing things up. Don't get me wrong: blowing a few things up is fine by me. But how about an economic attack?
Say country X was involved. Land several helicopter on their Federal Reserve and steal all their gold. Move on to banks, etc, until you've got enough to pay all the insurance costs, rebuild the WTC and give a miilion to every survivor's family. Then hack the assets of all other terrorist organizations that have threatened the U.S. Then go after the rich private donors to those causes. Blow up a few dozen of those people and the money will dry up.
Is this viable? Seems better than a land war in Afghanistan to me....
