i dunno, he's not just raising you on the turn, he's also raising the other guy, so the pot is protected. Not to say that this will never be a bluff, but the vast majority of the time he has a queen or a 3 or even something like trip 4s. I don't think you're good 1 in 11.

Eh in theory he should have a legit hand to CR here since he is trapping the field, but we also have no read.

If I were to call, I would be hoping that he could CR the turn with 77-99, as those are the only legit hands you beat. I guess that makes up more than 9% of his possible holdings, so I call.

If it were heads up on the turn maybe you could expect that he might be being a clown, but I think you can fold pretty safely here.
