should i be raising this turn or is pot size too small

I would play this the same way you did. the pot isnt big so i dont think semibluffing is right here.

Your turn action is weird. Did SB bet all-in here?

If so, then just calling is correct. You don't have enough equity to raise, and neither the all-in guy nor BB is folding.

Semibluff-raising doesn't work very well at 0.50/1, since Villain will never fold if he has anything. You have pot odds to call, so just call and hope that CO overcalls.

Raising this turn is not right, regardless of pot size. Raising would depend on your pot equity, or how often you expect to win the hand. For example, if you can get other players to put in 80% of the bets on a street where you're the 40% favorite to win, you should be raising.
