Say there are 4 players left.
Small Stack one (say 1000)
Small stack two (say 1200)
You (2200)
Big Stack (3600)

Big stack is being aggressive, running over the table. For the most part, I should be staying out of his way right?
How should I play with blinds at 100/200? What about when they get higher?
I'm not sure how willing I should be to let him run me over.

Say hes UTG and raises 3x. What range should I be pushing/calling with on my blind if it is 100/200. What about 150/300?

This is one of the points about why it's so important to be aggressive as a huge stack on the bubble. It's nearly impossible to defend against it as the 2nd biggest stack. You often need an absurd % advantage to call an allin preflop, and it's very rare you'll get a hand so powerful. Often the best strategy is to just let them run over you.
