No, it is against their rules. However, they do not care once you get one.

What's your source for that statement?

As far as I know, there is no rule against having accounts on both Empire and Party (link (http://archiveserver.twoplustwo.com/showflat.php?Cat=&Board=inet&fpart=all&Number=1214 183#Post1214183)).
