The semi bluff check raise with a flush draw doesnt work well in small stakes becuase people just call down if i go to the higher limits will semi bluffs work better ?

Since there´s less multiway action on the higher limits, I kinda doubt that you´d get correct pot odds for chasing flushdraws.
As for low limits, I think only the nutflushdraw is worth playing. I like to play it strong and raise with it. The implied odds when you do hit it easily compensate the times you miss.
