No. If you really believe that he missed the flush, you absolutely much check here and hope to induce a bluff. What do you accomplish with a bet? Nothing. He folds a losing hand.

If you're 100% sure he missed his flush, make a value bet and try to get paid off. A bad player might take a stab there, sure. A bad player might already made the flush and slow-/misplayed it also.

Who the hell calls a "value" bet with a busted flush draw? No one.

agree with your analysis. the only time when a river blocking/value bet works better than a check to induce bluff is if you believe him to be on the Q and you don't want him to check behind.
if you put him on missed flush draw, check call is absolutely the best line.
